In the .PDF file of Streem Tuning Studio there are a lot more tools described then in the actual program (for example edit material tool). Why can't I find these tools in the program? Where are they?

The tools you mention are part of a larger application build on the same code, Viewpoint 3D Photo Studio. There must be a typo in the manual if it refers to those tools. Photo Studio is an internal Viewpoint application and it is unfortunatly not available to the general developer community.
